I've been using this skin for almost 8 months and it took me a little bit to figure it out but it's fairly simple: just right click it, hover to ABP -> Configure -> Configure.ini (when your done just do the same thing to close it) and then the config box will open: there is an option for 'Get weather code' but it is usually inaccurate, so click on 'Set variables' and then another box will open. Click WeatherCode. I live in the United States, so, for a precise weather location, go to weather.com and type in where you live. After loading the page, at the end of the HTTP address, you should get a code. This code will have the prefix US in it so you should be able to see it. So, USXX0000 with XX meaning the state, and 0000 meaning the code for the town/city. So, Charlotte, North Carolina for example:

USNC0121 would be the weather code in this instance. Notice the state is North Carolina, so it's USNC, and then the city code is 0121. Do not enter the colon or the 1 after the four numbers you get after the state. So, do this for wherever you live, and get that prefix. I believe you can also Google the weather code for the city/town you live in.

Once your done, click on 'Set' and then the weather will automatically refresh with the weather for where you live. Hope this helped!
