I disagree, the reason being that humans do not tolerate such nonsense.
Heroes would rise, speeches would be made, epic battles would follow, and the enslaved humans would triumph in most awesome fashion, eventually.
Pets, however...
Well, it's hard to be mad about being a pet. You want to be upset, but there's yummy food and a cozy bed and head-rubbies and no one expects anything from you, you don't have to work, and your responsibilities number: 1. Cheer master up when you can and 2. Indulge all creature comforts.

In summation: Human slaves result in chain-breaking and big battles. Human pets? We'd strap the collars on ourselves. ;p

I would put pets under the slave category for this story since being one's slave doesn't necessarily mean you are treated badly and made to work uncomfortably with no pay.

There can easily be slaves bought for pet purposes or for sexual purposes or just to be a trophy and kept in a cage like a zoo.

Heather will always be considered a slave, by contract, and by law, even if Neelix never once treats her as such. There would be plenty of similar cases throughout their society where a slave is treated as an equal but is still a slave by law.

I'm sure the slaves could revolt but it's hard to do that when slavery isn't illegal and they're all spread out on different planets and space stations. So if there were only maybe 20 or 30 slaves on a huge station, I don't think their would be much they could do besides attempt an escape to regroup with more slaves (and people who want to abolish slavery) at a hidden rebel base.

A revolt isn't impossible, just not something I've planned out for this story. c:
