It's possible, though the resulting feathers end up rather noisy (click-clacking together), and you'd definitely need to use some kind of adhesive if you're sandwiching two layers of them together, paint wouldn't cut it here.

I used poster board for this set of "quick" wings (bad-photos are bad, my apologies in advance)
