It seems strange that there'd be all the build-up for Alois/Claude to just dispose of his character after so little use. And Ciel came back... That's my bet.

I think he's needed after all the build up. The plot seems too cut short if he's truly gone. But, that said, I think about how pointless Pluto turned out to be, so you never know...
