To answer your question (because the author has not replied), this piece is created from special text characters called "raster blocks". You can notice the different blocks if you full view it. It's text because it's typed with they keyboard. 
They are part of a character set used in the times of MS-DOS, known as ANSI.
This kind of text art used to be created with an MS-DOS driver and stuff. Now it can be easily created with PabloDraw, ACiDDraw and other ANSI editors.
