I'm probably not going to change the pre-Shippuuden look too much - it could also use some revamping, but what worries me is her Shippuuden looks.
I'm a little stuck with ideas for her hairstyle; coming up with unique hairdos has always been my weakness. I agree that it's a key point to make her look more unique, though, so that's definitely on my 'to change' list.

I'm currently doodling some possibilities, and I've tried asymmetrically cut shorts - like, one leg longer than the other. Also, I dug up an old concept sketch that features a slightly more complex that could be a starting point.

My big problem, though, is that Haruko is very down-to-earth and a bit of a tomboy; I can't really picture her wearing jewelry. This is hindering me a bit, seeing as I tried to draw her wearing her forehead protector as a headband to solve the plain hair problem, but then her neck feels too exposed and I'm not too sure what to do about it.

She's mostly a taijutsu user, so she needs a practical outfit - hence my top and shorts choice - and she mostly uses shuriken, kunai and wire as weapons, which is why she wears a shuriken holster. Her ninja team's nicknamed as 'team fishnet', since all the members wear it; I'm not too sure if fishnet and bandages in one outfit isn't a little too much, but I'll try it out - I'd like to know your opinion on that topic, if you don't mind?

Anyway, thank you so much for the big help! I'm sorry to bother you so much with this, but could I send you a pic when I have a new possible design?

Hmmm, what if we don't talk about vanity... but rebellion? >:D MOHAWK TIME. ...okay okay up to your decision xD Asymmetrical hairdos sound good, as long as you don't stuff tons of distracting details there but keep the simple wholeness.

And also, many people wear jewelery/accessories out of emotional values and sometimes even due to practical purposes rather than due to wanting to look fancy (like I do: I wear a cross around my neck as an emotional reminder of my nice confirmation camp and Christian values, and war a fancy watch (a gift) in my wrist since, well, I want to know time xD).

A couple of ideas: That if she wore a high ponytail with a biiiiig, unique hair accessory? (Something prominent but easy, like an unusual (but not overly girly) hair clip or a hair tie). Hair is kept away from her face, and the hair accessory gives some variation :D Or maybe a non-hitai-ate hairband? With tomboyish badges or other guy-like accessories in similar fashion than Soul Eater uses them? [link]

Fishnets and bandages... I don't see anything wrong with them, but using both adds complicatedness of the outfit, so if the outfit is already sort of complicated, using both of them looks confusing. I would treat them a bit like fabrics with different colors and materials.

I still have a few doubts about it, but after brainstorming with my friends this is what I came up with. I did decide to go with a bigger hair tie, just as you suggested, although I fear the hairstyle might still be too plain, and I decidem to risk a fishnet and bandagens combo. If I end up not liking it, I can always go back and edit those out c;

BTW many of my design favorites from Kishimoto are often the characters with faces that differ from the main stream and that also support their personality. Examples:

Asuma: Brown puppy dog eyes, large nose, BEARD --> An easy-going mature guy
Hidan: Well defined, mature facial structure, wrinkled eyelids --> Adult villain who is too sexy for his shirt
Gaara: BROWLESS FREAK WITH PERMA EYELINER --> Emotionally limited kid who freaks out people by appearing more emotionless than he actually is
Hinata: One of few characters with "tareme" eyes (outer eye corners pointing more downwards than upwards), which highlights well how she is gentler and more shy than rest of the girls. I felt a bit disappointed when she later got "eye corners up" (tsurime) design. I also think that as a kid, her face was rounder than the other girls'. Or then it's just me.
Shikamaru: Ideal pencil-point pupils and wiggling brows that fit for "Why me?" expression acrobatics. xD

I like that new shirt a lot C: Air conditioning and still looks of a full-length shirt! Also asymmetric ponytail looks good. The combination of fishnet and bandages work here well!

The only thing that hits my eye a bit is that her face still reminds me of Sakura, despite that her fringe is different, but that may be just my own nit-picking. Kishimoto often likes to give characters unique facial structures (compare, for example, Hidan and Shikamaru), though he doesn't do that to everyone (for example, not counting pupils, Ino and Sakura's face structures are rather similar, like many other teen females). Hmmmm, one idea: a bit different eyebrows than the usual line-like ones? Like arched brows, horizontally short brows, drop-shaped brows, or thick(er) brows? (Not Lee-like thick but, say, two times thicker than that?) You can dumb that idea if you want, but tasteful tweaking from the main stream is always a good thing :'D

Oh, I know what you mean! It took me a while to grasp Kishimoto's style, and I'm still not very good at diversifying the facial traits... Anyway, I think the eyebrow suggestion is a great one, especially since I just noticed they looked kind of oddly drawn here. I made them only slightly thicker, though, because when I tried to make them a lot thicker they would look unnatural; I’ll work on that part of her design over time, as in this picture I was focusing more in her overall outfit and such. I replaced the old image with this new version, but I'm not sure the changes are even noticeable.

I think tsurime eyes are what will work best for Haruko's personality, so I might make that trait slightly more noticeable when drawing her in the future.

I think that making her unique enough requires only one or maaaaayyyyybe two The Things into her design. Slow development might be the best choice here :)
