Not at all! Members RP in many different ways. One of the most popular way to RP in this group is in the chatroom, although we have members in many different time zones, so it's hard to say when most people are on, but if you check periodically, you should eventually see someone in there! If you're looking for a 1-on-1 RP, then RPing through dA notes or some sort of messenger program like MSN or Skype are also common.
Another way to RP that's been getting a LOT of activity lately is through Formspring! You can check the Player List to see who has a Formspring!
You can note other members to use their characters in submissions to be courteous, although I know many members don't mind if their characters are used for certain things (i.e. memes or events like the scavenger hunt). To be safe, I suggest you either note for permission or drop by the chatroom to get to know people more!
