Not entirely sure what you mean. 
If you mean turning a scanned drawing or line-art into a vector shape, you should take the line-art (needs to be very high-resolution, like above 1000x1000 or it'll just end up looking pixelly) then put the contrast away up high so the lines are really black and sharp and the background is really white. The go to Select --> Colour Range and select the black, and finish the tut from there.
