Lily, you could make a next gen Rainbow Dash because Scootaloo and her are not sisters and are not related. The only trait they share is the same eye color. So you could make a next gen Rainbow Dash. 
Scootaloo doesn't need to be sisters with Rainbow Dash to replace her. Sure, they may not be sisters but they BEHAVE like sisters. And they've been through a lot together so I know that Scootaloo CAN be next gen Rainbow Dash.
