i just cant even begin to put into words quite how amazing this is.
i've literally been sat here for about 2 hours trying to make something for this --> [link] and getting nowhere. I have an idea, i just physically cannot create it.
But I really want to have a uncicorn, with that glowing kinda effect, but I honestly have no idea how to even start. :')
Please, please enlighten me, how did you do it? :0

Well, For the blue glow, I set the color to a light blue and the brush to a soft brush. I also made sure the opacity was rather low. I basically just outlined the horse and made more passes to layer the blue more in the places I would want it to look brighter. Then I took a low opacity, small white brush and outlined the edges of the horse to define it from the blue.
