That's what I have been wondering! But now that he (somehow) had them and he shaved them away, they won't NEVER grow back! 8D
to answer ur question, saiyan hair never changes from the day they r born, according to vegeta in DBZ during the cell saga. But in 2 different scenarios, Nappa and Vegeta have different hair styles. The point makes no sense, we just go with it cause we love DBZ

Goku NEVER had ANY of that kind of Transformation. As a True Saiyan he remained the same.
I find this Unfair! Vegeta is a TRUE Saiyan too.. He's the fucking Prince of all saiyans and his hair gets cut as a GrassMatt?XD Like omg GT U guys screwed up D8<

Well, Goku IS the main character so maybe they don't want to change him but then again I dare to say that Vegeta is the second main character so why they needed to ruin him?
