Well there ARE plenty of Pokemon that are implied to have come from people...sooo. It could work...unless they have a safety to stop it from targeting people.
lol imagine if it did happen though, what would it be like inside the pokeball for them? since the pokeball is only meant for actual pokemon, would the inside be kinda glitchy or something?
