I don't know why it isn't! Like everyone else as said, if you factor in LOTSB and staying true to her all game, the whole relationship between then in ME3 feels disjointed. I read on the forums that there is a bug in one of the scenes, where she is suppose to recognize that you've been more then friends for some time, just cant remember which one. Maybe they'll patch it?
I bet that's the scene when she invites you on the Citadel, because there she says something about how she wishes to be friends and you say "OR MORE THAN THAAAAT?!" no matter if you romanced her in the previous games or not. Only the following scene differs a bit I believe.

Here is the link to the discussion of the bug and an actual fix for it. Its the first time you visit her in the old XO office. Apparently the citadel scene is as intended, kind of your last chance to back out of a romance. Personally, I think with Liara this scene should be your lock in point if you played LOTSB.
