OTO is the configurations for the voicebank
CV = consonant vowel. Pretty much the easiest type of voicebank to both record and OTO
VCV = vowel consonant vowel. Unlike the CV, the sound contains part of the sound that came for it so it blends better. They are big voicebank a pain to record xD I havent tried OTOing the one I just recorded yet (andddd I dont really want to do it because it looks like hell ;w;") But VCV banks usually sound really good~

For your first VB, I would say start out with CV and when you know more about UTAU you can decide to take the step up ;w;

Constant vowels would just be like..  "A, E, I, O, U, Byo, Bya...etc..?

(Consonant, not constant) But yeah, it's just all the characters by themselves
