There is something that come into my mind when I thought about the possibility of the double-sail.
Could it be that, because of the gap into the sail, the tail is more flexibel and more usefull for swimming?

The gap is over the first sacral vertebrae. I doubt that such an arrangement had much bearing on the tail's flexibility.
