Actually, that character is based off of Green, who has been present as part of the Pokemon manga since the series first began.

Because things fell through early-on when they scrapped the idea for a female hero in the original Red and Green Versions.

Well, she was a generation exclusive. Unlike the anime series, this game was set back in the retro times of the original, so the character really couldn't be replicated elsewhere.
still shame we didn't see more of her, yod think theyd put her as the final boos (like red was) if you chose the female trainer(witch would have been quite clever), or even as another NPC althogther, but nah, there lazy
