This isn't an anime :'D (many people are also confused about that too). This is Megurine Ruki/Luki, a genderbended version of Megurine Luka from vocaloid, a singing synthesizer/ robotic singer. Err I can't give much info because I dunno much about them, but they do have really good songs~

Look it up on YouTube. They are songs made by people on a software. It's really popular. Or if you want to know what vocaloid actually is please look it up on Wikipedia because I'm not very good at explaining ....
