Very cool - I'd be a tad nervous my legs would get shot off if i were piloting that thing, but it looks really awesome! [unless thats a hapless victim picked up along the way...]
That is the pilot. Design principles in this setting aren't quite as concerned with casualty rates in the way we are now. Also, design wise, the pilot can speedily exit the frame if necessary to enter buildings, etc.
