Images that are actually public domain, that is free of copyright due to copyright expiring or being offered free of copyright can be submitted as stock. If there is no license attached to an image then there is no basis for us to refuse to allow it on deviantART.

But it's important to note that public domain means images that are free of copyright, not images found on search engines etc.

From what I can gather this stock provider is taking photos from the Library of Congress's website and re-uploading them here.

Images from there may or may not violate copyright and would have to be checked on an individual basis. You should report them via the report deviation tool. :)

For the most part, I do believe that she has only uploaded Public Domain photos. I just wanted some clarification. To be honest, it's the adding rules to it that seems off :lmao: I'll just get any photos I want to use directly from the LOC and not worry about it.
