Unless by "unable to fund it" you mean they didn't have the resources, I'd imagine that the colonists of Mars could just say, "Hey, uh, if we don't keep these terraforming machines running, we're gonna suffocate. So let's forget about getting paid and just do it." I'd imagine there'd be plenty of resources on Mars, but maybe I'm not properly understanding what you wrote. :/
