Oh every country has that! There's things our country that we took forever to learn too. It's especially embarrassing if the things are in our very neighbor countries, for everyone to see and learn, but it takes forever till people truly realize they should practice these things in their home country as well. Perhaps people are just uncomfy with changes in general? Ha I know we badly need to improve when it comes to art school quality, seeing what USA and France does, the results of their students. And France is a neighbor country lol.
