ohhh so that's why. how very unique. but wasn't Lock On introduced in Gen2 and pokemon like Magnemite were able to use it

no it does. i looked on bulbapedia as I wrote my last comment to be sure 
oh yeah. always thought it was a signature move cause the golems were the only ones who made that move in the anime 
i think that's what they wanted to emphasize in the anime. it was pretty neat though
you got that right: making an orange ring and put a "tattoo" on the target either on the forehead, thies or chest
that would be pretty bizarre if you ask me
