I see her being about 16. That's why i see it that way.
But, if she was 16, that's kind of young to be living out on her own. There's nothing to actually support the idea that Fluttershy is a teenager, in my opinion.

Hebephilia is the attirance for minor who entered puberty, so between 12-13 years old and the legal age in your country. It's really not the same thing.

The meaning of pedophilia doesn't change despite where you live. Pedophilia is when an adult likes a prepubescent child aka before 11. Hebephilia is when an adult likes pubescent children aka from 11 to 18, normally. In some countries it can extend to 21.
Fluttershy is an adult, being in her 20's or the pony equivalent to that.
