I highly suggest getting some help from people on Fur Affinity. I hear that people over there pay artists higher, more reasonable prices for artwork, plus it's a whole website of people who would want to help your pup. _{Unfortunately I have neither a FA account or money, so I hope my advice is enough to help.}

One other thing you may be able to do is ask around and see if other veterinarians will do the surgery for a cheaper price.
