No its not: This is a photo of a naked adult, you can't "apply sexuality to a minor" in a photo.... Either the model is over the age of 18 or she's not.

Actually this is on par with literally every other image this artist has created. The only difference is that you personally are terrified that your sexual interest in the model somehow makes you a pedophile... Just FYI it doesn't.
"keep the models mature looking or be banned"
There is no rule that says the model must be "mature looking", they just have to be over a specific age. If you are going to run around telling everyone else what the rules are, atleast learn what they are first.
