I know, right? JP3 just stuck a few quills on velociraptor's head and called it a day, though JP isn't exactly trying to be scientifically accurate or anything.

At the time CGI was not advanced enough to cover them in feathers, the people who made it said they would have done so if they could

Aside from JP1 and 2, the rest of the movies were all shot after other movies such as Eragon (featuring a cgi feathered dragon) and not long after, Guardians of Gahoole (literally the best animated owls to date), there was zero excuse for not rendering feathers. They used the excuse "they're genetically modified to be scarier" as a means to continue with their shrink-wrapped lizard birds. :/

Well with Jurassic Park III I think they said the exact reasoning was that if they added cgi feathers it would look unconvincing and would not blend well with the practical effects they were using.

Nah, feathers would've just taken away from 1) how scary they look and 2) they already had their animation team hauling miracles outta their asses and the word feathers probably earned some poor suggester a punch in the teeth. XD

I dunno I think feathers could look scary if they pulled it off well and in a way which felt Jurassic Parky

Feathers can definitely be scary.

Look at Cassowary Birds. Closest we got to living dinosaurs. Pay close attention to the feet; now keep in mind that they have spurs on their very hidden wings that can stab a person.

And those are just underdeveloped feathers.

Does not explain Jurassic World though, I mean it's even worse than Jurassic Park III and unlike JP3 adding feathers is both possible and would not ruin continuity. In the end though it's Sci-Fi so what whatevs.

And with Jarassic World, they stopped making the excuses and just straight up explained that it was indeed to keep their dinos looking scary and grotesque; for that hollywood wow factor.
