Cool concept. The only issue I have with this one is that looking at someone's library will bring the game to a halt. In a standard game, there are on the order of 60 cards to look through. In an EDH game, that's 100 cards. It takes time to look through them all.
But that's the point of the card...to be a dick. It would be banned in all formats no doubt. Well maybe casual play its fine.

Just the idea of looking at another player's library forever and not finishing their turn would be aggravating.
