Sauron Wasn't A Balrog, and Gandalf was an Istari, A Different class of Maiar.

The Balrog, Sauron, Saruman, Gandalf, were all Maiar, "Istari" was the term for the 5 Wizards (Gandalf, Saruman, Radagast, The Blue Wizards)
balrogs are corrupted maiar, the angel like beings of valinor, of which the istari order and sauron were part of, but each took different forms after arriving on middle earth, saruman, gandalf, and the others becoming istari and the balrogs becoming valaraukar, fire demons, while sauron remained in his enlightened angelic form when entering middle earth.
