The song is what children sing in my country's doorsteps before collecting candy; it means "Halloween, Trick or treat, give me money - not corn, don't hide because I saw you in the coqui's house (coqui = Small frog unique in Puerto Rico)"

Do they sing things like that in Germany?

yeah they sing here to, but halloween isn't that popular in germany we got something called "sankt martin" on this day the children here are doing candy collecting,too but they sing songs about this sankt martin guy and some other songs, but some are coming for trick or treat.
