I'd like to contribute, but there seems to be no context to it. Is it meant to be reward or punishment? Does it take place in any particular timeframe that would affect my choices (e.g. 1848, 1918, 1945)?

No there's no timeframe. It's all up to you. You can decide if Germany should gain back some of the lost land or if it's to big at the moment and maybe bavaria should be independent so it's no part of Germany. It's all about your personal preferences, thoughts and knowledge^^
