just do a little research on google. But it all starts with an interest and it goes from there. I can't quite explain the process.
Well personally, I use my ipad, my finger and drawing apps called procreate and Artstudio.
On a computer with a tablet you could make this sort of thing with SAI, photoshop or any program really, it just takes some learning!
