BTW what I meant to say is some of the people who are working on this game used to work for Naughty Dog and they even said in the trailer that the game is still in development and will get better later on.
Also no, SEGA doesn't let any incompetent developers work on their Sonic games. The only ones who are incompetent sometimes is Sonic Team and they work on the main series titles.
