shammys...hm...Ah yes, they can. however, its a little difficult to make - they require TWENTY arcanite bars (which in turn take a day to make each). youd be better off finding some of the uncommon drops in outland - beleive it or not, some are actually better than higher level Epic drops 
Well, I'm just a lowly level 20, so it'll be a while before Outlands.
Well, dont worry. youll progress through fairly quickly, especially now that theres lots of low lvl Blood Elves to join you in dungeons!
