Does the once a year reset depend on when member picks a faction, meaning if I submit for PB today then next year from today is when i can reset my faction?
no, the factions are reset at the beginning of the year for everyone
Oh ok. Another question, does the PL benefit of 25% chance of extra item to be rolled in any activity stack up with other tacks and companions with same bonus?

yes it stacks, and as long as you haven't changed factions after the last reset, you can switch

In my case, I was a PB before that May reset and I never picked faction. So, if I pick PB today then comes January and I pick PL. But, later on I will be able to switch to PB once??

yes, all tack/companions that can be applied to a tokota stack.
If you have not used your one chance to switch factions since the last time factions were reset, you can choose to switch factions after you have already chosen a faction
