The arc? Do you mean the bow?
I used two layers of EVA foam (think floor mats for garages or yoga, you can get them at most hardware stores) which I plasterwrapped and then gesso'd. After it was dry, I sanded it down, drilled holes for the string, and painted it. I used a short piece of PVC pipe for the grip and covered that with fabric.
In retrospect though, I would probably have used worbla if I'd known how to use it when I made this cosplay. If you're willing to shell out the money and have a heat gun handy, I think it would be worth looking into it. There are also a lot of tutorials out there to help with worbla props. I'm just now learning how to use it myself, but I've been super happy with the results.
