Those people in that city are mistaken about her having a "nude" chest though; a small top like that is actually pretty modest by uni standards, as nudity is completely fine no matter what occasion (even in public, and only on fancy occasions does nobody show up naked).

Well the Nude part comes in play when she takes her clothing off, to show that nothing is protecting her from the planet defenses (as in no shield or armor) and their still harmless to her,...or just ticklish.

Some Uni definitely could wear force-fields, but their skin and bodies are so perfectly made and are so strong, they don't even need any external defenses!
You could throw an Uni into the heart of a supernova and the only affect it would have would be mild discomfort and singed clothes.
