Actually, there's a huge difference between art for non-commerical and commerical use. No one claiming someone's characters as characters made by fan-artist, the original characters and all rights always belong to their original author (in this case, Naoko Takeuchi and TOEI). For example, this picture is 100% for non-commerical use (and the others too) + as description says, characters belong to their original author, not fan-artist or commissioner. In this case, this picture was made just for fun to make it printed and framed. Nothing bad.
Thinking in your way, then even just making fan-arts is questionable action, since fan-artists using other people's characters in their works.
If you don't like the fact of paying - actually, any kind of commission work has to be rewarded, and nothing strange when someone paying by asking doing some kind of work exactly for him/her ^_^ For example, when one friend asks other friend to re-draw famous painting is different style and technique just for fun and paying for it, or maybe bying him gifts/food/etc. as gratitude, since he spent a lot of time for this request, there's nothing strange. The same is here.
