I remember there was a kids TV show called Grizzly Tail for Gruesome Kids.
One of the tales was about a boy that never stopped talking and it was his sisters birthday, the entertainment was a Ventriloquist and the boy ruined his sisters party. So the Ventriloquist invited him to his puppet store, where he put him in a wooden "coat" which turned him into a dummy. He was still able to think but could not talk. then the Ventriloquist gave him to his sister.
is that similar to what you wrote, the show used to be on CBBC about 10-12 years ago

that show is still around now but you'll find it on CITV
