I used photoshop for my stuff. I have no tablet, just a mouse. Personally I've gotten used to it by playing around with it a lot.
If only you had a scanner then you'd be able to draw lines with ink pens free-handed and upload them for easy colouring and editing for any famous software like gimp, photoshop etc... :/

Paint Tool SAI is absolutely free. Most digital artists use SAI. It's a little complicated, but you can get the hang of it. Also, I use a Bamboo Pad. It comes with a stylus and everything. I was told it was the best in the market for the everyday person, so it's cheaper than most of Wacom's products. It's still somewhat expensive. But it's very useful.
