I figured it out. I kept thinking an update would appear on the News updates, but still haven't seen one. Despite having maxed out the number of characters that swap out on the Stagecoach, it took me 3 times just for at least one of the new classes to appear. Figured with 12-18 characters being cycled it would have at least one of them the first or second swap out. Just unlucky RNG I suppose.
