Well firstly-you cannot be a state. You can not represent an entire state of people. I'm not saying this to be rude or anything, but I've seen it before, and just doesn't work, OK? You don't want to offend anyone...
Secondly- You should add more. I see it has some stuff, but it needs more. For example, it needs a little bit about the state-tan's actual history, not just character information.
The design looks good, although I don't know anything about California, so you can't trust me on that XD;;
