Animals act like this when they attack a competitor, not a prey. A male lion would roar at a nother male before engaging in a fight, in order to try and impress him. And sometimes it'll go no further than the roaring, as the opponent will run away. I mean, I'm no ethologist, but I'm pretty sure that's how that works.

Well, the movie monsters would be scarier if they saw the humans as prey, instead of seeing them as competitor/equal. So my point stands that making them roar makes them less scary.
