Was this one intended to be the illustration of Apsu, the dragon god?

There is that picture used in the Inner Sea Faiths book, where Apsu is a massive silver dragon that dwarfs all the other visible old dragons around it...

Just out of curiosity, as I really liked the idea and this majestic dragon of yours... And because of the other illustration I mentioned (I really loved that one!).
