Yep, the Peacekeepers are the police version of the Collective. Some of your neighbors or people you know might even be a peacekeeper.
But they're not peaceful about being peacekeepers. Sounds more to me like the are abusekeepers.
Indeed they are, most of them are like this cause they like to abuse their power. While a small few actually want to keep the peace and aren't abusive.
