Im not sure what that means, I played Red in the 90s so maybe mew was more legendary.
Well, according to the pokemon Lore, Mew was the first pokemon, which would make him/her/it the 'original' legendary.

I guess its because at that time Mewtwo was all the talk in the school yard its not based off lore more real world experience at the time. No one knew much about mew or cared about articuno.

Mew is also, at least now and for awhile, not classified as a "Legendary". Mew is classified as "Mythical" according to the Pokemon Company and Nintendo. The primary difference is that you cannot catch "Mythical" Pokemon. They are typically only obtained from events.
