What I usually do for cosplay is find all the pieces I don't need to make a special order for and then work from there. For my Meulin one I just went to the mall and bought the skirt and stockings at Torrid. The wig I already had from an old cosplay for Tsubaki. I just had to style the hair.
Maybe I could try that... I'd love to cosplay as Chiaki. Or Nora from RWBY
That would be neat.
And horns are easy to make with a headband and playdoh. You just have to let it harden.
