The Chosen One has an edge in strength and speed, but Henry has the edge in durability, experience, and arsenal.
Where they fight also matters. If they fight in, say, a computer, then The Chosen One has a massive edge as he can summon clones of himself, use the tools located in MS Paint, use a minecraft block (if the computer has minecraft), or just cause the computer to crash and end up making the battle a tie.
If the battle takes place somewhere else, then The Chosen One is stripped of most of his abilities. Henry could also use his surroundings to his advantage.
The Chosen One's eye lasers could give Henry trouble, as we've seen countless times that he's vulnerable to lasers. But, Henry has dodged gunfire, kept up with a speeding car, and has things to increase his speed, such as the Speed Shoes and the Scooter.
Henry also has a stealth advantage, seeing as how he can turn himself invisible with the Invisibility Pill and the Boo from Mario Kart.
I think Henry's also more strategic, so he COULD possibly craft a plan to take down The Chosen One. But...The Chosen One's a LOT stronger, and he's faster by a little bit, So The Chosen One could overwhelm Henry with brute force before taking him down.
