It was some sort of law of anime in the 90s: characters with an Osaka accent had to get some goofy-ass, over-exaggerated accent from the States during dubbing. Even anime that WASN'T put on television were not immune. In the old Magic Knight Rayearth dub, everyone from Chizeta sounded like a goddamn redneck.

Hahaha, it's still a law now. I just finished working on the English CloseCaptioning of an anime at work called "Valkyrie Drive - Mermaid", and one of the characters has a kansai accent which they instead interpreted as "REDNECK AS HELL, GIRL" Hahaha.
There are sometimes when it's really helpful and cute like in the dub for Azumanga Daioh, but sometimes it feels really unnecessary. VDM made it okay coz the girl is always wearing cowboy attire in disguise anyway.

Like you said, at least for Valkyrie Drive Mermaid it makes SENSE. How does every citizen from a world with a Middle Eastern motif having a Southern accent make sense? What the hell is it about the Osaka accent that makes dubbing companies so determined to make sure someone having it doesn't get entirely lost in translation?

Nah, man, you do you. I honestly think it's really cool to get her back into the spotlight, and just like everyone who has commented, I think it's a neat idea. Hell, I honestly had a blast working on this picture hahaha.
