Explain sniper rifles then. Scopes in not nearly the same place as the barrel.

You know the rules of triangulation, right? If it is as you suggest (it is completely impossible to make adjustments in your head to sights be in slightly different place), then with adjusted scope you will be able hit only things at one specific distance, no further and no closer. Which is, obviously, not true.

Also, can you show me a handgun that can pack shots reliably within circle of 5 cm in radius from distance of, say, 50m? In other words, will it really matter if shots of your handgun will be hitting the target ~3 cm lower than where you are aimed it at, in a realistic combat situation? (Hint: the correct answer is "no")

Scopes are for sniper rifles, not for handguns. (Well, you can put it on a handgun but whats the point when it doesn't have necessary long barrel anyway?)

You don't use blasters in a hostage situations for the same reasons you don't use flamethrowers. Or shotguns. Or flamethrower shotguns. You also resolve hostage situations by "surgically shooting the bad guy in the head over the shoulder of the hostage" (if that's what you implied) only in stupid action movies.

Says a guy with no avatar that can't even write correctly. "U" is not a word. Neither is "r". You didn't delivered any proof that relative position of ironsights have any noticeable effect on an accuracy of a weapon that don't have sniper-like precision in the first place. To cite Wikipedia: "Handguns are typically less accurate; at a shooting distance of 25 yd, a grouping is considered acceptable for self-defense if the shots fall within a circle of 4 to 5 inches" That's 13 cm at 22 meters away. And that's for firearms.
Although I'll admit that firearms are slightly more precise that I've envisioned.

Learn a language, where u cant spell vowels.
What is there to prove? R u gonna hit the thing u aim at, if the sights r 10m off the barrel? R u gonna be closer on target, if its 5m off? Is it better, if the sights r closer to the barrel? Why would u then make sights in such a way, that they offer inferior accuracy?!
And why r handguns less accurate? And less accurate, than what? And why would u hinder that further with bad sights? U think u dont need sights on a pistol? Go to a competition, file or grind iron sights off and compete. Its all the same after all, right?
