Comment on Adidas Advertisement by StratocasterUK

There was quite a bit of experimentation with this one, so I can't honestly say exactly what I did.
It was mainly lots of smudged layers set to different blending modes, some soft bright brushes and some duplicate layers with a displace filter added. The lines were drawn with the pen tool and some outer glows, and the dots was a custom brush I created with just a circle shape set to scatter in the brush settings. Add a final sharpened layer!
